Generally speaking, yes. I've got this bottle of Goose Island  Bourbon County Stout 14% from Schnucks tonight. As soon as it chills in the freezer, I'll have a good buzz.

Hoegaarden was a beer I didn't mind long ago. I could get totally shitfaced on a few pints of that stuff, with no hangover to follow.
