Problem is with State licencing (besides it being immoral to limit what people choose to do or act) is that it snowballs down the line and becomes a greater monster than it was trying to fight.



A breeding licence would inevitably remove parental rights for all and introduce further State mandated add ons like perhaps forced genetic testing and terminations of less than ideal embryos, mandatory medical procedures and diets, the State violating the sanctity of the home and privacy with non negotiable visits, so on and so on.



And we've already seen that starting to happen over the last three or four decades, often to the detrimental effect of families. Prior to that, communities better knew each other, policed themselves, and took care of issues far better but slowly withdrew from that after the State cane in and said 'we're here to help'.
