That will be hard to prove.  But possible if they can find fingerprints or some other way to catch them (cameras etc).  Most likely we will never know.  But yes it would backfire on them in a big way if it were revealed to be a hoax.  We'll see

Rep. Michael McCaul (R-TX) the Chairman of the Homeland Security Committee told reporters authorities have been able to nail down the location of man behind the bomb packages. (not sure a good idea to tip perp they are close to him at this point, methinks)
